The OSB Public Affairs Department has identified newly introduced legislation for Oregon’s 2026 Legislative Session that may be of interest to the Agriculture Law Section of the Bar. - HB 4005 Designates the first Saturday of October of each year through the end of the Sunday of the following weekend as Water Professionals Appreciation Week.
- HB 4006 Authorizes holders of certain Columbia River water rights to change the point of diversion or use the water right on land to which the right is not appurtenant, provided certain conditions are met.
- HB 4030 Exempts packaging for certain berries and meat, poultry, fish and seafood from producer responsibility requirements for packaging, paper and food serviceware.
- HB 4035 Expands eligibility for cities and Metro to amend their urban growth boundaries under a temporary program.
- HB 4049 Directs the Water Resources Commission to encourage and approve voluntary agreements between ground water users in the Greater Harney Valley Groundwater Area of Concern to achieve reasonably stable ground water levels.
- HB 4065 Modifies provisions relating to late payment of seed production contracts and seed purchase contracts for agricultural seed and other seed.
- HB 4078 Creates Oregon corporate excise and income tax subtractions for amounts received in resolution of a civil action arising from wildfire.
- HB 4082 Adds to a temporary UGB addition program an option for each city or Metro to also add to its urban growth boundary a site for manufactured dwelling parks, or for housing for older persons, that is affordable for households with incomes not more than 120 percent of area median income.
- HB 4105 Directs the State Forester to determine the available state forestland, establish sustainable harvest levels for harvesting timber on state forestland and manage available state forestland.
- HB 4130 Clarifies the meaning of “preparing” products or by-products raised for human or animal use on a farm unit for purposes of the definition of “farm use.
- HB 4153 Allows counties to approve farm stores, instead of farm stands, as nonfarm use on lands zoned for farm use.
- SB 1577 Provides that a manufactured-protein food product that bears a label suggesting that the food product is made from meat is misbranded unless the food product label contains text disclosing that the food product is not made from meat.
- SB 1586. Proposes taking of 1700 acres of farmland northwest of Hillsboro.
- SB 1578. Proposes low density housing on farmland.
- SB 1590 Prohibits public bodies from assisting the federal government with privatization of certain federally owned lands.
